The World Food Program started to deliver food aid to South Sudan through the port of Massawa, according to Hizbawi Menghisteab.

In a similar gesture of goodwill, Eritrea offered to deliver international food aid to Ethiopia through its ports to help alleviate the bottleneck in neighboring Djibouti, but the Ethiopian dictatorship refused.
